Overview

Governance broadly refers to how laws are observed and policies are formulated, implemented and managed in order to achieve goals. This can be at a government level, or at an organisational level. It is about who has the power or authority to do what, who is responsible to whom, and how accountability is maintained.  
In an education and training context, ‘governance’ refers to the structures and procedures that oversee planning, decision-making and financial management in the organisation or institution (e.g. the school, other institutions of learning, provider organisations). Examples of structures might be a Board of Directors, a College Council, a School Governing Body, or an Audit Committee. Examples of procedures might be the accounting practices prescribed for legal and effective financial management, the human resources processes prescribed for staff appointments, or planned cycles for monitoring and evaluation. Governance is therefore part of an organisation’s overall Quality Management System.

Strategic Governance is the aspect of governance that focuses on guiding management and monitoring progress towards the principled, effective and profitable achievement of the organisation's goals and priorities.

Examples of structures might be a Board of Directors, a College Council, a School Governing Body.
