Difference between a higher education programme and a qualification?

A qualification is a legally credited and certification of an achievement through the learning processes, and once it is completed, it is awarded by a legally recognised higher education institution.

A programme is a formally structured set of collective learning processes, which collectively leads to a qualification.

For instance, a Bachelor of Science (B Sc) degree is a qualification. A B Sc (Information Technology) is a programme.
